This article reviews recent work in socio-historical technology studies. Four problems, frequently mentioned in critical debates, are discussed—relativism, reflexivity, theory, and practice. The main body of the article is devoted to a discussion of the latter two problems. Requirements for a theory on socio-technical change are proposed, and one concrete example of a conceptual framework that meets these requirements is discussed. The second point of the article is to argue that present technology studies are now able to break away from (...) a too academic, internalistic perspective and return to the politically relevant "Science, Technology & Society" issues that informed much of this work more than a decade ago. In this address to the president's plenary at the 2001 annual meeting of the Society for Social Studies of Science in Cambridge, Massachusetts, the author reflected on then recent international events and their possible implications for the research and teaching agendas of the social studies of science, technology, and medicine. He proposed the political engagement of science, technology, and society institutions and individual STS researchers while maintaining a strong commitment to the scholarly studies of science and technology. Studies examining the ways in which the training of engineers and scientists shapes their research strategies and scientific identities.

Things are thick with politics. This essay illustrates the point by focusing on a variety of technologies that help to manage water: anicuts and tanks in India, dikes and a storm surge barrier in the Netherlands, and levees in New Orleans. Technologies are not only shaped by political forces; they also exert political force themselves: on social stratification in Indian villages or on government stability in the Netherlands. We should recognize, then, that the functioning of technologies and the functioning of (...) societies are intricately linked. The essay traces this interlinking by using the concept of “technological culture.” It argues that the different styles of coastal engineering in the United States and in the Netherlands can be explained by differences in their technological cultures, particularly the different styles of risk handling. This conclusion is then applied to the Indian case and to issues of development, democracy, and innovation. (shrink)

This article applies a constructivist perspective to the analysis of a town-planning innovation. The so-called Cerdà Plan for the extension of Barcelona was launched in the 1860s and gave this city one of its most characteristic present features. For different reasons it can be considered an extraordinary case in town-planing history, though almost unknown to international scholars. The authors analyze the intense controversy that developed around the extension plan and the three technological frames involved. Finally, the relationship between power and (...) technology is discussed. The sociohistorical account is used to illustrate a specific concept of power, to be used in a politics of technology. At the occasion of the annual banquet of the Society for Social Studies of Science, the President commemorated Robert K. Merton, Dorothy Nelkin, and David Edge, who all died in 2003. The address highlights some of the contributions of these three scholars and past presidents to the development of the social studies of science, and to 4S.

The Health Council of the Netherlands is an independent scientific advisory board to the Dutch government in matters of public health. In this article we argue that even for an independent body such as the Health Council there seems to be no escape from the increasing intertwinement of scientific and societal processes. In order to produce a serviceable truth for policymaking, the council needs to reflect on what goes on in its socio-political surroundings. On the other hand, how could we (...) ever come to understand the legitimacy of the council when notions of scientific objectivity dissolve in such a reflexive, inherently political stance? In a situation where science and society are thoroughly interrelated, the Health Council somehow succeeds in bringing about or re-claiming some sense of objectivity. Our central question will be how to conceptualise this notion of 'objectivity' without having to rely on idealized notions of objectivity that are criticized in philosophical, sociological and historical studies of science and society. In order to do so, we will regard the objectivity of advisory reports of the Health Council as being constructed out of heterogeneous elements and under complex circumstances. The theoretical point will be empirically underpinned with case material drawn from activities of the Health Council in the period 1985-2002 in predominantly the subject areas healthcare and medical technology. Humans do two types of actions, polimorphic actions and mimeomorphic actions. The ability to carry out polimorphic actions cannot be mastered outside of socialization. Mimeomorphic actions, however, can be learned in other ways; sometimes, they can be learned away from the context of practice. Polimorphic actions cannot be mimicked by machines, but some mimeomorphic actions can. Other mimeomorphic actions are too complex to mechanize. Actions that cannot be mechanized because they are physically complicated should not be confused with actions that (...) cannot be mechanized because socialization is needed to master them. The analysis has implications for recent debates concerning the differences and similarities between humans and machines. The implica tion of the analysis is that much more can be understood about the relationship between humans and machines if the difference is treated as being a consequence of the unique properties of human societies. In this article, the analysis is applied to cardiac catheteriza tion, pacemaker implantation, simulation of bodies, and work in a medical "SkillsLab.". (shrink)

Qualitative coalitional games (QCGs) were introduced as abstract formal models of goal-oriented cooperative systems. A QCG is a game in which each agent is assumed to have some goal to achieve, and in which agents must typically cooperate with others in order to satisfy their goals. In this paper, we show how it is possible to reason about QCGs using Coalition Logic (CL), a formalism intended to facilitate reasoning about coalitional powers in game-like multiagent systems. We introduce a correspondence relation (...) between QCGs and interpretations for CL, which defines the circumstances under which a CL interpretation correctly characterises a QCG. The complexity of deciding correspondence between QCGs and interpretations for CL is shown to vary from being tractable up to Πp 2-complete, depending on the representation chosen for the QCG and interpretation. We then show how various properties and solution concepts of QCGs can be characterised as CL formula schemes. The ideas are illustrated via a detailed worked example, in which we demonstrate how a model checker can be deployed to investigate whether a particular system has the properties in question. We establish a correspondence between formulae in the logic and properties of social choice functions, and show that the logic is expressively complete with respect to social choice functions, i.e., that every social choice function can be characterised as a formula of the logic. We prove that the logic is decidable, and give a (...) complete axiomatization. Qualitative Coalitional Games are a variant of coalitional games in which an agent's desires are represented as goals that are either satisfied or unsatisfied, and each choice available to a coalition is a set of goals, which would be jointly satisfied if the coalition made that choice. A coalition in a QCG will typically form in order to bring about a set of goals that will satisfy all members of the coalition. Our goal in this paper is to develop and (...) study logics for reasoning about QCGs. We begin by introducing a logic for reasoning about “static” QCGs, where participants play a single game, and we then introduce and study Temporal QCGs , i.e., games in which a sequence of QCGs is played. In order to represent and reason about such games, we introduce a linear time temporal logic of QCGs, called ℒ. We give a complete axiomatisation of ℒ, use it to investigate the properties of TQCGs, identify its expressive power, establish its complexity, characterise classes of TQGCs with formulas from our logical language, and use it to formulate several solution concepts for TQCGs. Although normative systems, or social laws, have proved to be a highly influential approach to coordination in multi-agent systems, the issue of compliance to such normative systems remains problematic. In all real systems, it is possible that some members of an agent population will not comply with the rules of a normative system, even if it is in their interests to do so. It is therefore important to consider the extent to which a normative system is robust, i.e., the extent (...) to which it remains effective even if some agents do not comply with it. We formalise and investigate three different notions of robustness and related decision problems. We begin by considering sets of agents whose compliance is necessary and/or sufficient to guarantee the effectiveness of a normative system; we then consider quantitative approaches to robustness, where we try to identify the proportion of an agent population that must comply in order to ensure success; and finally, we consider a more general approach, where we characterise the compliance conditions required for success as a logical formula. We furthermore introduce a logic for specifying properties of norm compliance in general and norm robustness in particular. (shrink)

Fitch showed that not every true proposition can be known in due time; in other words, that not every proposition is knowable. Moore showed that certain propositions cannot be consistently believed. A more recent dynamic phrasing of Moore-sentences is that not all propositions are known after their announcement, i.e., not every proposition is successful. Fitch's and Moore's results are related, as they equally apply to standard notions of knowledge and belief (S 5 and KD45, respectively). If we interpret ‘successful’ as (...) ‘known after its announcement’ and ‘knowable’ as ‘known after some announcement’, successful implies knowable. Knowable does not imply successful: there is a proposition ϕ that is not known after its announcement but there is another announcement after which ϕ is known. We show that all propositions are knowable in the more general sense that for each proposition, it can become known or its negation can become known. We can get to know whether it is true: ◊(Kϕ ∨ K¬ϕ). This result comes at a price. We cannot get to know whether the proposition was true. This restricts the philosophical relevance of interpreting ‘knowable’ as ‘known after an announcement’. (shrink)

Moralists concerned about issues (...) of land use or racialization could commend or criticize "what" they assume Berry's stories (re)present—nostalgia or some abstract, principial program. But Joseph Wiebe ventures a thesis about "how" Berry's imaginary Port William community discloses the nature of good, real-world community. Understanding how Berry's poetics reflect his real-world moral imagination clarifies what we may learn from his fiction. So, in part 1, Wiebe traces Berry's journey of local adaptation, through which he developed a moral imagination and discovered the agonizing details of his entanglement in his place's history and his neighbors' problems.Berry's poetics starts with imagination opening itself to the genius of a place and the other (friend and foe alike) as a living soul. Such imagination engages our sympathy to see others as complex subjects without controlling their stories, objectifying them to realize some idealist worldview. In sympathy, we [End Page 203] perceive the other as a neighbor and develop affection for them in their difference. This affection is no mere sentiment but a Humean moral sentiment that motivates behavior and, when properly nurtured, makes moral reasoning subservient to itself. Problems felt at the societal level are habituated in local communities. While idealist solutions may satisfy the white, Western mind's impulse for complete knowledge, their resources prove incompetent before these problems as such. We must affectionately open ourselves to others who disrupt our mental worlds and draw us into real-world habits that change underlying communal dynamics. Relinquishing control of our storied identities (or idealist worldviews) to the others in our place, we might truly locate ourselves in those problems—and start undoing them.In part 2, Wiebe offers glimpses of "what" Berry's poetics teach us about a placed life together through select members of a quaint Kentucky farming community: Jack Beechum, Jayber Crow, and Hannah Coulter. His imaginative attentiveness to each character exemplifies the art of discovering the virtues of place-based identity. The way through Port William offers no shortcuts. Its imaginary community does not merely stand in for some universal idea of community. Neither potential solution nor nostalgic phantasm, Port William is the setting for parables that reveal something true about good community. "If there is something to imitate, it is the underlying processes that generate the particulars of Berry's narratives rather than the characters that furnish them" (152). In Port William, one can practice relinquishing control and patiently "imagining" the contours of a place; in the real world, one can deploy that imagination to develop fidelity to their place.Wiebe aptly follows Berry's method, yielding control over Berry's biography and work by taking a third-person narrator's perspective. He focuses on what Berry's life and writing reveal parabolically to the patient reader. The book beckons readers to hold Berry and his stories as a mirror—to engage in introspection and self-interrogation—that we might learn something about sympathy and affection needed for engaging our places non-imperialistically. Wiebe's adept style may appear to some as a flaw; the narrator gives no academic cues (e.g., "I will argue") for rapidly consuming principial content. There are only Berry's life and work and the reader, hopefully changed. The Place of Imagination will be of greatest interest to those who already have some affection for that "artful crank from Kentucky" (10). Beyond the agrarian crowd and its auditors, this book holds appeal for a range of explorations, from the fecundity of poetics in ethics to the disruptiveness of Christian imagination vis-à-vis whiteness. The Critical Theory of the early Frankfurt School promised, in Adorno’s words, a ‘rational critique of reason’. Science and Technology Studies can play a role in the renewal of this approach. STS is based on a critique of the very same technocratic and scientistic assumptions against which Critical Theory argues. Its critique of positivism and determinism has political implications. But at its origins STS took what Wiebe Bijker called the ‘detour into the academy’ in order to institutionalize itself (...) as a social science. It adopted empirical methods, developed case histories, and limited its scope, avoiding politically controversial issues. Its latent political critique has become explicit in recent years as STS has responded to the rise of technical politics by broadening its concerns. Its wide scope converges with the equally encompassing Critical Theory. Together, STS and Critical Theory offer a new concept of politics. (shrink)

Although scholarship in the social construction of technology has contributed much to illuminating technological development, most work using this theoretical approach is committed to an agency-centered approach. SCOT scholars have made only limited contributions to illustrating the influence of social structures. In this article, the authors argue for the importance of structural concepts to understanding technological development. They summarize the SCOT conceptual framework defined by Trevor Pinch and Wiebe Bijker and survey some of the methodological and explanatory difficulties (...) that arise with their approach. Then the authors present concepts from organizational sociology and political economy that illuminate structural influences in shaping phenomena of interest to SCOT scholars. These structural concepts can be applied to the study of the design, development, and transformation of technology. The authors conclude that the limited amount of scholarship on structural factors in the social shaping of technological development presents numerous opportunities for research. (shrink)

This paper examines the relationship between identities and the bicycle as portrayed in films. The analysis finds that taking the viewpoint of the bicycle emancipates the bicycle from being subjected to closure, as the constructionists would have it, and thus articulates the differences with which the bicycle can communicate to its rider. The paper examines the bicycle as depicted in three films: Premium Rush (Davis Koepp, 2012), A Sunday in Hell (Jørgen Leth, 1977) and Life on Earth (Abderrahmane Sissako, 1998). (...) It engages with the concept of ‘interpretative flexibility’ and the development of the bicycle, as examined by Wiebe Bijker and others, and argues that the interpretative flexibility of bicycles does not cease just because the high-wheeler was abandoned and the ‘safety’ bicycle was universally accepted. The fight for the role of the bicycle continues and the bicycle is subject to constant transformations in order to reconstruct it according to human needs. Andrew Feenberg’s modified constructivism is applied to re-examine the technical development of the bicycle, claiming that technology is dependent on specific social structures as well as human agency. The paper argues that just as social structures are negotiable and unfixed at any point in time, the bicycle too is never neutral but remains negotiable and unfixed. Consequently, since the bicycle constantly ‘speaks’ back to the user, there is never closure in the technical development of the bicycle. Drawing on the writings of Bruno Latour and the Deleuzian idea of assemblages, the bicycle and its rider are considered as an organic entity that is constantly forged and un-forged. Understanding the rhetoric of the bicycle machine helps the convergence of a bicycle becoming with becoming a rider, marking the bicycle as equal to its rider. Viewed in this way, the hierarchy of agency collapses and a crystallization emerges out of the rider and bicycle entwinement. (shrink)
